HISTORICAL BACKGROUND
Barangay 10, like most of the urban barangays of Bacolod is situated at the heart of the city. It was created by virtue of the Presidential Degree promulgated by then President Marcos in 1973. Its progenitor was the citizen�s assembly.
Its natural and physical boundaries consist of Mambuloc Bridge on the South, Gatuslao Street on the East, Bacolod Fire station in the North and the Bacolod Reclamation Area on the West.
Barangay 10, metamorphosed from its notorious past into a bustling community of peace-loving and friendly people. Its original settlers include rice traders from the Municipality of Dumangas, Province of Iloilo, whose business provides ample employment opportunities to the resident of the community. On the other hand, a number of inhabitants of the place engaged in fish vending and fish drying that had survived until this time.
Under the able and pro-active leadership of Hon. Felixberto P. Verba Jr., the incumbent Punong Barangay and through the collaborative efforts of the members of the Barangay Council as well as the support of the constituents of the community, Barangay 10 became a recipient of numerous awards that were the source of the constant inspiration and admiration among various Barangay in the city. Foremost among this awards are the: The cleanest and Greenest Barangay in the city in 1997 and the champion in the Masskara Dance Parade Competition in the Barangay category in 1998. The community was also cited for its contribution during the Centennial celebration of the Philippine Independence in 1998.
Indeed much is needed to address the various problems confronting the community, but with the continued support and cooperation of the constituents as well as the effort of the barangay and purok officials, these difficulties can be overcome.


PHYSICAL PROFILE
Barangay 10 is located with in the heart of the city. It is one of the 41 barangays classified as urban and among the 61 barangays of Bacolod. It has an estimated land area of 3,8079 hectares and one of the major components of the Bacolod Reclamation Area. It is composed of 6 puroks, namely; Purok Kabuhi, Dughan, Kasing-kasing, Gugma, Tambi-Palad & Magtiayon. Barangay 08 bound it on the North, to the east by Gatuslao Street to the west by Reclamation Area and to the South by Mambuloc Creek. An estimated 80%-90% of the land of the Barangay is classified as Commercial, although squatters were utilizing it as a residential area. A small portion was being designated as Barangay Government Center. A sizeable portion of land belongs to either the city or national government.
